Methodology
We pull every National Flood Insurance Program policy record for Pinellas County from FEMA's OpenFEMA database with an effective date on or after 2025-01-01 — the current Risk Rating 2.0 pricing window — and compute the median annual policy cost (premium plus federal fees and surcharges) for each ZIP code and flood-zone group. Medians resist the skew of a few million-dollar waterfront policies; groups with small samples are suppressed rather than reported. Private flood insurance is not included in FEMA's database, so beach-area figures in particular understate the total market.
