Related Group just broke ground on a 24-story, 369-unit tower at 101 S. Parker St. — the first phase of a $1 billion master plan reshaping Tampa's west riverbank.
I drove past South Parker Street Wednesday afternoon just as the last of the shovels were being packed up, and the energy was still buzzing. Related Group officially broke ground on Manor Riverwalk District on June 17 — and if you care at all about where downtown Tampa is headed over the next decade, this one is worth paying attention to.
What exactly is Manor Riverwalk District?
On June 17, Related Group broke ground on Manor Riverwalk District, the 369-unit lead tower that opens the first phase of a six-acre, roughly $1 billion master plan set to reshape the west bank of the Hillsborough River. The 24-story Phase 1 tower, designed by Arquitectonica, will deliver 369 luxury residences at 101 S. Parker Street.
The building will be home to 369 luxury residences, and will also include a 23,000-square-foot elevated amenity deck, an 805-space parking garage, and approximately 18,000 square feet of ground-floor retail. The amenity deck will feature shaded cabanas, an oversized sun shelf, a glass-edged jacuzzi, a pickleball court, a putting green, and an outdoor cinema.
That's not an amenity list — that's a resort that happens to have apartments on top of it.
The bigger picture: a $1 billion master plan
Phase 1 is just the opening act.
The six-acre, four-parcel assemblage will ultimately carry five buildings and more than 1,000 residences across market-rate rentals, for-sale condominiums, and a boutique residential building, alongside street-level retail, a parking structure with more than 800 spaces, up to ten boat slips, a kayak launch, and a Riverwalk underpass that ties the district into the broader West Riverwalk Expansion.
At street level, the project reimagines South Parker Street as a woonerf — a pedestrian-priority shared street designed for walking, dining, and retail rather than through traffic. The reworked street activates approximately 18,000 square feet of ground-floor retail and creates a continuous pedestrian connection between downtown Tampa, Hyde Park, the University of Tampa, and the Tampa Riverwalk.
That woonerf detail is the one I keep coming back to. Parker Street today is not exactly an inviting stroll. The fact that this project commits — contractually, per the city agreement — to redesigning that corridor changes the character of the whole block.
Who's behind it, and who showed up?
Wednesday's groundbreaking with Tampa Mayor Jane Castor anchors a stretch of riverfront that has lately become one of Florida's hottest development corridors — neighboring projects on or near the Riverwalk include the Pendry Tampa, ONE Tampa, and the continued buildout of Water Street Tampa across the river.
Tampa City Councilman Alan Clendenin attended the groundbreaking and called the project a catalyst development, noting that the district is a prime example of why government infrastructure matters, pointing to concurrent west side expansion, mobility projects, sidewalk improvements, and bike lanes.
Related Group President and CEO Jon Paul Pérez put it plainly:
"This master plan is our commitment to Tampa and our belief in what this city is becoming. The Hillsborough River is one of Tampa's greatest assets, and every phase of this vision was designed from the ground up to honor that."
Related isn't a newcomer here —
the new tower sits just south of Related's earlier Manor Riverwalk project — since rebranded Arabelle Riverwalk — on the former Tampa Tribune site, with the new tower sitting directly across from the Rivergate Tower locally known as the Beer Can Building.
They've already proven they can deliver on this stretch of river.
Why this matters for the West Side of downtown
The west bank has long been the quiet sibling to the gleaming Water Street Tampa buildout on the east side. That changes fast.
The Manor Riverwalk District will bring 1,200 residential units and 37,000 square feet of retail space to the riverfront, and city leaders say the massive property will bolster local walkability and fuel the ongoing West Riverwalk expansion project.
Located on South Parker Street and West Kennedy Boulevard, the broader vision includes pedestrian-friendly streetscapes, waterfront amenities, and improved connections between Downtown destinations, the University of Tampa, Hyde Park, and the Riverwalk — making Manor Riverwalk District one of the largest development projects currently planned along the riverfront.
Per the Tampa Bay Times, new apartment towers and entertainment offerings on Parker Street will be completed in the next three to five years.
