If your TRIM notice landed in the mailbox this week and you did a double-take, you're not alone.
Truth in Millage notices were sent out from the Pinellas County Property Appraiser, and for some property owners they brought stark, confusing news: their property value decreased, but their taxes increased.
A lot of people are texting me about it. Let me break down exactly what's happening — and why this matters just as much if you're buying a home here as if you've owned one for years.
Three numbers, one confusing notice
Florida property taxes use three important numbers: Just/Market Value, Assessed Value, and Taxable Value. Market Value is what the Property Appraiser says your property was worth as of January 1 every year.
The sticker shock on this year's TRIM notices comes from a disconnect between those first two numbers.
Here's a real example from this year's notices:
One Pinellas County property's market value dropped from $215,319 in 2025 to $171,917 in 2026 — a loss of more than 20%. But its assessed value went the other direction, increasing from $64,423 to $70,865, a nearly 10% increase.
How is that even legal? It's a Florida quirk called recapture.
The "recapture" rule explained
The property's assessed value was already far below its market value because of Florida's non-homestead 10% cap. Even after the market value fell to $171,917, the capped value was still only $70,865 — meaning the market value was coming down while the capped value was still catching up.
Think of it like this:
if a property is worth $300,000 but has a capped assessed value of $150,000, there's a $150,000 gap between the two. If the market value falls to $270,000 next year, the capped value could still rise to $165,000.
The tax bill goes up even though the home is worth less on paper, because the assessed value is still playing catch-up to whatever peak it was capped below.
For homesteaded owners, the math is similar but softer.
The 2026 Save Our Homes assessment increase limit is 2.7%
— so your assessed value can only rise by that amount per year regardless of market movement, but it can still rise even when values drift down.
What to do before the window closes
The TRIM notice gives you time to ask questions and discuss your values with an appraiser, and it provides information on how to appeal your value or exemption denial.
That window is short.
The final millage rate is voted on as part of the final budget approval every September, and each taxing authority holds a public hearing for that vote.
The new fiscal year begins October 1, and the Pinellas County Tax Collector sends out the actual tax bills on or around November 1.

you may file a petition with the Value Adjustment Board (VAB) or explore a structured installment payment plan to manage your annual obligations.
Do it before the deadline listed on your specific notice.
Why buyers need to pay attention to this
Here's the part most buyers miss entirely: Florida's Save Our Homes and non-homestead caps do not transfer with a sale. When you purchase a home, the property gets reassessed at full market value the following January 1. That $171,917 assessed value on the example above? The new owner would be taxed on something much closer to the purchase price — potentially hundreds of dollars a month more than what the current owner pays.
For 2026, the biggest property tax issues for Pinellas County homeowners are assessed value changes, Save Our Homes limits, exemption deadlines, and local budget decisions.
If you're shopping for a home right now and the seller has owned it for 10+ years, their tax bill is almost certainly artificially low. Always ask for a tax estimate based on your likely purchase price — not on what the seller is currently paying.
