Something big is about to happen on the ground in Shore Acres โ literally. The City of St. Petersburg's $33 million flood mitigation project is entering the construction phase this fall, and if you're buying, selling, or already own a home in this northeast St. Pete peninsula, the timing of this milestone changes the math in ways worth understanding right now.
What's Actually Being Built โ and When
The project will upgrade stormwater infrastructure along approximately 10 miles of roadway near Connecticut Avenue, the lowest and most flood-prone area of Shore Acres.
Specifically,
the project includes a new pump station with multiple stormwater pumps and backup power, allowing the system to continue operating during power outages โ a key issue during past storms when drainage systems lost power.
The City of St. Petersburg has approved a $33M stormwater pump station at Connecticut Avenue NE and Bayshore Boulevard NE; construction is scheduled to begin fall 2026 and is expected to take approximately 20 months.
That puts substantial completion around summer 2028 โ well before the heart of the next couple of hurricane seasons.
The City of St. Petersburg added another $1 million to the project, with the final funding approved through a grant agreement between the City and the Florida Department of Environmental Protection (FDEP).
With total project costs now estimated at more than $33 million, the Shore Acres flood-mitigation project represents one of the largest single-neighborhood infrastructure investments in St. Petersburg.

Non-waterfront homes and those requiring renovation start in the high $400,000s, while elevated, rebuilt, or canal-front properties can stretch from $800,000 to over $1.7 million.

homes are sitting on the market for an average of 62 to 95 days โ a significant shift from pre-storm norms โ as buyers factor flood history and insurance costs into their negotiations.
The Insurance Reality Right Now
This is the number that stops most conversations.
In 2026, annual NFIP premiums for Shore Acres homes in AE flood zones can range from approximately $2,500 to $5,000 or more per year. Homes with current elevation certificates and elevated construction typically qualify for lower premiums.

If you're a buyer: the construction start is a signal, not a guarantee. The infrastructure will take 20 months to complete, and FEMA flood map remapping โ which is what actually moves insurance premiums down โ typically lags construction by additional years. You're buying at a discount relative to pre-Helene values, with real flood risk still present during construction. The upside is that you're getting in before the narrative fully shifts.
Some homeowners who sustained major flood damage in 2024 are selling vacant lots rather than rebuilding, which has created buying opportunities for buyers who want to bring their own builder. Vacant or "demo'd" lots in Shore Acres are trading at $175,000 to $380,000 depending on size and water access.
If you're a seller: the construction kickoff is probably the strongest positive story this neighborhood has had since the storms. Lead with it.
